That last clause matters commercially, not just technically. If you are putting figures into a tender response, they need to be described accurately.
The commercial case, stated carefully
Lighter sites load faster. Faster sites tend to hold attention better and cost less to serve. Those are reasonable expectations, not guarantees, and the size of the effect depends on your audience and your starting point.
The more dependable argument is that the work is cheap relative to what it returns. Correcting images, removing dead scripts and fixing caching are small jobs with no design compromise attached, and most sites can show a measurable improvement within days.
For a business that tenders, there is a second return. Measured figures with a documented method score better than a statement of intent, and most competitors will only have the statement.
Saying it without creating a problem

Ask for measured before-and-after figures from real projects, with test conditions stated. Run their own website through a page weight test while you are talking to them, which takes a minute and settles a lot.
Ask which WCAG 2.1 Level AA they build to and how they test, since accessibility appears in the same procurement questionnaires and automated tools alone will not satisfy a serious assessor.
Ask what their hosting claims actually cover. And be wary of any agency whose sustainability offering is essentially a hosting recommendation, because that addresses roughly a third of the problem while implying it covers all of it.
